It requires the borough to ask you to approve the regulations which control your property.

CODE ORDINANCE
MATANUSKA-SUSITNA BOROUGH ORDINANCE SERIAL NUMBER. 06-XXXAN ORDINANCE ADOPTING SECTION 1.25.011 OF THE MATANUSKA-SUSITNA BOROUGH CODE OF ORDINANCES TO REQUIRE VOTER APPROVAL OF BOROUGH LAND USE REGULATIONS, PLATTING REGULATIONS, PUBLIC UTILITY SERVICE REGULATIONS, AND LAND USE PLANS.
BE IT ENACTED:
Section I Classification. This ordinance is of a general and permanent nature and shall become a part of the borough code.Section II The Matanuska-Susitna Borough Code is amended by adding a new section 1.25.011 to read as follows:
1.25.011 VOTER APPROVAL OF BOROUGH LAND USE REGULATIONS, PLATTING REGULATIONS, PUBLIC UTILITY SERVICE REGULATIONS, AND LAND USE PLANS.
(A) Notwithstanding any other provision of law, ordinances adopting or amending land use regulations, platting regulations, regulations affecting the provision of public utility service by public utilities, or land use plans within the Matanuska-Susitna Borough Code of Ordinances, and adopted by the assembly after July 1, 2007, expire immediately upon certification pursuant to MSB 25.35.100(D) of the results of the first regular or special borough election held after adoption of the ordinance by the assembly, or the effective date of this ordinance, whichever is later, unless approved by a majority of the voters casting ballots in that election.
(B) MSB 1.25.011(A) shall not apply to Borough actions to:
(1) acquire or dispose of Borough interests in real property; or
(2) authorize specific uses of Borough owned interests in real property.
(C) Ordinances subject to MSB 1.25.011(A) must be adopted not later than 53 calendar days before a regular election, or 60 calendar days before a special election.
(D) For the purposes of this section, the phrase provision of public utility service means the provision of any utility service to the public in the Matanuska-Susitna Borough pursuant to a Certificate of Public Convenience and Necessity issued by the State of Alaska.
Section III - Effective Date
This ordinance shall become effective ninety days after the date of assembly certification of an affirmative majority vote following the election at which it was submitted to the voters.
